Construction Management

Today’s construction is a complex undertaking. It involves a labyrinth of permitting, labor and environmental regulation, and it requires the expert coordination of multiple entities. From the initial design and bidding phase to the final completion of the project. CMI’s experienced construction management specialists assure construction projects that meet the functional and financial goals of the client. The Construction Management team takes responsibility from the Owner for the overall management of the construction project with the ultimate goal of minimizing the Owner’s liability throughout the project.

The team also strives to minimize the overall cost of construction by developing realistic budgets that reduce unforeseen and costly change orders. Most importantly, the Construction Manager is the only truly qualified individual who solely represents the interest and well being of the Owner, which is especially desirable in mediation or solving disputes.

In a nutshell, this includes but is not limited to, helping the Owner select the Contractor, managing costs and schedules and administering contracts. Essentially it is the role of overseeing the project from the initial design and bidding phase until the last of the construction debris have been removed.

Construction Phases

This is the nuts-and-bolts phase of any construction project and encompasses on-site inspections for quality and quality assurance, proper notifications to residents/tenants, and varied construction administration activities. CMI’s experienced construction management specialists assure construction projects that meet the functional and financial goals of the client. CMI can coordinate all elements of a construction project in a seamless continuum of service.

Owner/Tenant Notification

Contract Administration

  • Notify Owner, Association Manager and/or homeowners regarding projected start date and schedule.

  • Hand post notices/schedules on each unit and clubhouse/job office

  • Provide monthly progress reports to Owner outlining such items as job progress, problem/solutions, action items, approved changes, financial update, etc.

  • Should the need arise, secure approval and administrative change orders if any contract specifications, drawings, or documents are altered or changed during the course of construction.

  • Keep an “As Built” job history

  • Develop and implement procedures for the review and processing of applications by Contractors for progress and final payments

  • Approve progress and final payments to Contractor

  • Monitor construction costs by keeping track of overall expenses

Quality Assurance

  • Monitor project on a regular basis

  • Schedule and conduct progress meetings between Contractors, Board Members and Construction Manager

  • Keep and maintain daily progress reports documenting job conditions, manpower and equipment, percentage of work performed

  • Develop, supervise and record job meetings, directives to contractor, code conformance, approved change orders, corrective action on non-conforming work, field testing performed, etc.

Pre-Construction Phase

The pre-construction process is critical to the well-being of any construction project. This entails producing comprehensive specifications and drawings so that the Owner can secure “apples to apples” bids, putting work out to qualified contractors, and helping the client in the selection process.

SPECIFICATIONS & BID PACKAGE

  • Prepare specifications including architectural plans/drawings

  • Generate bid package to include specifications and drawings, scope of work, bidding requirements and general requirements

  • Review and approve bid package with Owner

BIDDING PROCESS

  • Pre-qualify all bidders

  • Distribute bid packages to at least (3) pre-qualified contractors

  • Conduct pre-bid walk-through with contractor on site

  • Secure receipt of sealed bids

SELECTION OF CONTRACTORS

SCHEDULING

  • Analyze all bid items in contractors’ proposal

  • Prepare Bid Comparison Spreadsheet

  • Review bids with Owner and select/award contract to successful bidder

  • Prepare construction contract for review by Owner and Owner’s attorney

  • Prepare and submit notice and award to selected contractor

  • Assist in development of project schedule detailing construction schedule, inspection procedures, material and substitution procedures, job site safety measures and expectancies

  • Receive from Contractor, current insurance certificates, list of subcontractors and suppliers, construction schedule, special material submittals, and anticipated start date for construction.

Post Construction Phase

A project isn’t complete until the last nail is correctly hammered and the last administrative task has been performed. This construction phase is just as important as the rest to ensure your project is completed right the first time.

FINAL INSPECTIONS

PROJECT ADMINISTRATION

PROJECT CLOSE OUT

  • Prepare Certificate of Substantial Completion signed by Owner, Contractor and Construction Manager

  • Conduct preliminary walk-through with Contractor and Owner’s Representative to generate final punch list items, concerns, etc.

  • Review and approve final punch list items when completed

  • Attain all Lien Releases from sub-contractors, equipment rentals, and material suppliers

  • Attain final sign-off on City Permits

  • Attain Contractors Affidavit of Payment of Debits and Claims for signed and notarized by the Contractor

  • Obtain all applicable Contractor and Manufacturer warranties and/or guarantees

  • Approve final progress payment to Contractor upon receipt of all necessary final documents

  • Obtain final owner sign off that all items have been satisfactorily completed

  • Approve final retention payments to Contractor within thirty (30) days after completion of project

Homeowner Rep Services

The reconstruction process is a critical time for all parties involved. With many years in the reconstruction industry, CMI understands that one of the keys to the project’s success relies on knowledge and good communication and coordination. Because of this, CMI offers “in-house” Homeowner Representative services to Homeowner Associations undergoing repair and reconstruction.

The Homeowner Representative is a liaison between the homeowners and the construction team. In larger multi-residential projects, where many homeowners are impacted by the construction work during the repair process, the Homeowner Representative coordinates construction scheduling and facilitates interaction between the homeowners, architect and general contractor. This helps to minimize the inconvenience and disruption to the homeowners, thereby contributing to the overall success of the project.

Inspection Services

Construction Management Inspection, LLC provides Commercial Property Assessments and Reviews using the ASTM E-2018 Standards for PCA Property Condition Assessments as our base line for providing reports to assist property management companies, developers and lenders in the decision making process when purchasing, leasing, selling, investing, and managing:

Apartment Buildings, Office Buildings, Industrial Buildings, Industrial Parks, Warehouses, Condo Projects, Shopping Malls, Strip Malls, Hotels, Motels and other Lodgings.

All reports are detailed and easy to read. Additional inspection and testing services are available to provide a more in depth view of the property.

All of property condition assessments use the baseline property condition assessment process as outlined in the ASTM E-2018 standards. You can specify deviations to meet your individual needs and building type. These deviations would be mutually agreed upon and clearly stated in the engagement documents and final report. These deviations may exceed the assessment standards and include operation of key systems like HVAC, maintenance suggestions, long-term replacement schedules.

If your short-term budget does not allow for any surprises during years of ownership, you might want to consider a commercial property inspection, which is more invasive and inclusive than an assessment.

Property Condition Inspections generally exceed the above standards by including inspecting and operating key systems such as electric panels, hot water heaters, etc. The information gained by these invasive procedures will normally allow us to exclude documents and interviews called for in the ASTM E-2018-1 standards. We have the flexibility to custom tailor your inspection for your project and situation.

The end result provides you with a more detailed picture of what kind of operating condition the major equipment is in and how maintenance (good or bad) has effected its life span.

The final report will list recommendations to remedy them and a detailed report with representative photos if appropriate.

Specific Repair Plan

CMI Specific Repair Plan (SRP) is designed to assist our clients with the assessment and prioritization for the implementation of necessary repairs or improvements of existing developments. Our goal is to develop and execute a plan that will respond to the immediate and long term repair needs of the building, as well as minimize, as much as possible, the impact of the individual homeowner, tenant or users of the structure.

The plan focuses on required, recommended and optimal repairs, alternative materials and methods, and also takes into consideration budgetary constraints.

The process begins by meeting with the client to establish the project requirements. Further investigation includes conducting field surveys, performing appropriate testing, assembling and evaluating all available information including: original construction documents, maintenance records, client-based surveys, etc.

Once the investigation and research is complete, CMI will provide a working document to assist the client in understanding the problems associated with the structure, the required repairs and schedule to remedy the problems, and the associated potential costs.

The goal is to give the client all information necessary to make an educated decision, which will ultimately lead to fixing the problems. The final approved SRP will be the basis of construction documents to be used for the actual construction.
